The United States, Israel, and Lebanon have signed a Trilateral Framework, part of the Trump Administration's continued effort to achieve lasting peace and stability in the region.
The U.S. stated that Israel and Lebanon have been drawn into a decades-long conflict by terrorist militias and proxy forces that have undermined Lebanon’s sovereignty, launched attacks on Israel, and contributed to instability throughout the Middle East.
Secretary of State Marc Rubio praised the “bold decision” of the governments of Israel and Lebanon to adopt a blueprint that offers a realistic path toward ending endless conflict.
The agreement outlines a process to restore Lebanon’s sovereignty, disarm Hezbollah and dismantle its infrastructure, and allow Israel to reassert its borders once the threat to its citizens is eliminated.
The pact also establishes a trilateral Military Coordination Group for Lebanon (MCG4L), facilitated by the United States, to enable the parties to implement the framework.
Rubio assured that the U.S. government will remain fully engaged and will commit resources, including an immediate $100 million in humanitarian assistance coordinated with the United Nations.
Washington also reaffirmed its intention to enhance the capability and capacity of the Lebanese Armed Forces (LAF) so they can more effectively assert sovereignty across Lebanese territory.
Under this guarantee, the U.S. will reimburse the LAF with more than $30 million under existing authorities and appropriations to support President Joseph Aoun’s vision for lasting peace.
The framework was signed by Nada Hamadeh Moawad, Lebanon’s ambassador to the United States, and Yechiel Leiter, Israel’s ambassador to the United States.
During the signing ceremony, Secretary Rubio remarked, “It’s the beginning of the beginning. There is a lot of work ahead.”
He added, “We don’t underestimate the difficulty of the task ahead. But we understand its importance, and we are honored to have played a part in bringing this together.”
