Senate Withdraws Bill on Nigeria’s Chartered Institute of Training and Development Amid Controversy

ABUJA – The Senate has suspended the consideration of the Chartered Institute of Training and Development of Nigeria (Establishment) Bill 2026 after intense debate among lawmakers over its relevance and potential overlap with existing institutions.

The bill proposes the creation of a professional body for certified trainers and development practitioners in Nigeria. Several senators criticized its necessity and scope, arguing that it may duplicate the functions of current training and management development bodies.

Senator Abdul Ningi of Bauchi Central led the opposition, stating, “We can’t be emotional because it’s coming from a sister chamber and pass it. The bill doesn’t have the required merit to go through.”

Senate Leader Senator Opeyemi Bamidele (APC, Ekiti Central) announced the formation of a sub‑committee to ensure the legislation complies with Order 78 of the Senate Rules before it is considered further.

President of the Senate Senator Godswill, who supported closer scrutiny, remarked, “Not everything that comes from the House must be passed. This bill is amorphous and can make us look somehow before the executive, who will ultimately assent to it!”

Deputy Senate President Barau Jibrin (APC, Kano North) also backed suspending the bill, describing its objectives as unclear. He said, “What we can do is to stand down the bill because we need explanation. If you look at what this bill seeks to do, a Chartered institute of training and development, it is quite vague. So Senate leader, please extend your diplomacy for us to get better explanation.”

In contrast, Senate Minority Leader Abba Moro (PDP, Benue State) defended the proposal, insisting that its provisions were not ambiguous.

Following the debate, Senator Akpabio announced the creation of a sub‑committee chaired by Senator Abdul Ningi to scrutinize bills transmitted from the House of Representatives before they are considered by the Senate.

The bill has been stepped down pending further review and clarification by the committee.
