The Federal Government, acting through the Nigeria Civil Aviation Authority (NCAA), has instructed its directorates to suspend all regulatory and administrative services for 11 domestic airlines.
These airlines have been added to the NCAA’s updated “No‑Pay‑No‑Service” list because they owe unpaid statutory charges to the regulator.
An internal memo from the agency’s Director of Finance and Accounts, Olufemi Odukoya, directed every department to withhold services from the affected operators until they settle their outstanding debts or establish an approved repayment plan.
The core of the dispute involves the five‑percent Ticket Sales Charge and Cargo Sales Charge—fees airlines collect on behalf of the NCAA to fund safety oversight, personnel training and broader economic regulation within the aviation sector.
The memo also instructed all directorates to pause services to the listed airlines pending financial clearance from the Directorate of Finance and Accounts.
It was circulated to the authority’s regional offices and copied to the Director‑General of Civil Aviation and other senior officials.
Airlines named in the directive include “Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.”
“We have directed that no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts,” the NCAA stated.
