FCT Announces a N41.2 Billion Strategic Funding Plan for HIV/AIDS

The Federal Capital Territory Administration (FCTA) has introduced a N41.2 billion HIV and AIDS Strategic Plan (FSP) for 2025–2027, aiming to eliminate the disease as a public threat in the territory by 2030.

Dr. Adedolape Fasawe, the Mandate Secretary of the FCTA Health Services and Environment Secretariat, announced at the launch that the roadmap will aggressively address stark demographic disparities, structural stigma, and a 98 % funding gap during the plan’s duration.

In her keynote address, read by Dr. Dan Gadzama, Dr. Fasawe noted that while the FCT has achieved a 100 % Antiretroviral Therapy (ART) initiation rate among identified patients, its HIV burden has consistently remained above the national average since the Nigeria HIV/AIDS Indicator and Impact Survey (NAIIS).

The survey revealed that 98 % of children who need HIV treatment are currently unsupported, with only 2 % receiving care. Key populations—including sex workers, men who have sex with men, and people who inject drugs—account for 12 % of new infections but remain underserved because of deep‑rooted social stigma.

“If we continue business as usual, the 2030 target to end AIDS will be a mirage. The FSP 2025‑2027 changes the rules of engagement,” Fasawe warned.

Dr. Doris John, Project Manager of the FCT Agency for the Control of AIDS (FACA), welcomed the document in her address, saying it reflected the collective will, rigorous analysis, and unwavering commitment of all stakeholders involved.

She urged the media to help demystify the stigma surrounding HIV‑AIDS as the clock ticks toward the 2030 goal of ending AIDS as a public health threat.
